Also, all android phones have that, and similar weird dates can be found on nearly all computers/OS's'whatever. I forget the reason.

According to the internet:

The lost.dir folder is a system folder. Its a place where the Android OS places files that are recovered during a system boot up (when you turn on the device). If you were saving files and suddenly the phone shut off, or maybe you pull the SD card while files are being written to it - the system places copies of those files there so it can try and recover them on the next boot. You normally wont find anything there at all. It is ok to delete whatever is there, and you can delete the folder as well - however it will be recreated by the system next time you turn on the phone.

For once, it actually means what it says: it's a Lost Directory, where files that are corrupted and found during a the startup File System Check are stored. It's roughly the same thing for both Apple and Android.

Have no idea why its displaying that date.

It's safe to delete it, unless you've lost some critical files of late and want to try to recover them. The system should automatically re-create the folder upon start up.

"PC time" starts at 1/1/1980. It's hard-coded as a start date in many, many things and may default to that if no modified date can be found. Android phone? I believe it's the Android variant of a "Recycle Bin" or the .trashes on a mac. It should automatically get cleared out, though.
